You don't say whether this is a sunny location, shade or partial sun. Best advice I could give you would be to go to your favorite home improvement store and look at the perennials. These come in such a variety of sizes & shapes, colors etc. It will tell you on the information stick in the pots where to plant. Perennials last for about 2 years with minimal upkeep i.e. trimming, fertilizing etc. If you want to conserve water a lot then I would suggest succulents and cacti. These are really fun to grow and really easy to care for. This is not a good time to plant roses unless you buy them in pots and replant. But they require quite abit of attention, spraying for insects, fertilizer, watering. To do their best you will have to constantly be trimming and caring for them.

I grew up in So. Calif. (Azusa). I moved away years ago. But, I found that just about anything grows there. I had the most beautiful plants and shrubs. As long as you water and feed them properly then plant whatever you like. The weather is perfect for all types of trees and shrubs and flowers. Happy planting. If you want to talk to a professional call or visit Monrovia Nurseries. They started their business when I was a kid. I remember when they first began. I am in my 50's now and they are a huge business and ship their plants all over the world.

I live in SoCal, too.
I just planted a bunch of lantanas which come in a bunch of bright colors and needs little water or care. It is more of a bush than a flower that grows to about 5'x5', but it gets lots of flower clusters all over it all year and they always attract butterflies and hummingbirds!
I bought mine from Lowe's for $4 each in 1 gallon pots.

I found a fabulous website that has several California native plants that you can use. Native plants will thrive as well as need less attention (and water!). You will also draw in wildlife (mostly birds and butterflies) to your little plot of native plants, which is good for them and fun for you. Check it out :)

Boganvilla can grow to a pretty good size (and fairly quickly too) and comes in many different colors. Watch out for the thorns though. We've got 3 along our back fence in IE

SoCal has several zones, and what works for me in an inland valley at 1,000ft will not necessarily work at the beach, or vice versa.
