I'm far from a plant expert, but I'd like to change out the plants in my front garden bed. Is there a website where I can view which plants will prosper in my area and perhaps see options of which plants look good together?

You are asking for a lot from just one sight. There are several design sites but to do what you ask works best over several sites & books.
Books on matching plants to the growing conditions:
'Right Plant Right Place' by Ferguson is a standard reference book. She also wrote 'Right Plant, Right Place: Over 1400 Plants for Every Situation in the Garden'
