Sorry to say, but what the heck took you so long to figure that out?...LOL. Now if you listen to the lyrics better, you'll realize what she means is that children who are abused live in hell. She calls it Hell Is For Children because abused children live in a hellish environment.

Yes, it's about child abuse. It was intended to bring light to the issue - not to promote child abuse.
And, it is an awesome song. It's one of those that I can't sing all the way through without tears welling up in my eyes.

I love Pat Benetar and the message she sings about was pretty relevant and that song is definately heartfelt message...same as love is a battlefield (re: prostitution)
