The league admission fees for the last two rounds of expansion (1993, Rockies & Marlins, $95M each; 1998, D'backs and D'Rays, $130M each) was just to get in the door. Add in starting up team operations, staffing, lining up minor league affiliates, marketing, scouting, well, it adds up. Probably another $50M just to get things going.
I deliberately didn't add in anything for a new ballpark because the traditional method is to legally extort one out of the local and/or state governments. A new playpen tends to cost around $350M (most recent, Busch III, cost $365M), and add another $100M for a retractable roof.

The Diamondbacks and Devil Rays paid $130 million in 1998, so with inflation I would estimate that an expansion team would run $175 to $180 million dollars.

As I said to your two earlier questions - "The best part of your realignment - you didn't propose MLB expansion." I now apologize to the other users for making that comment. As others have already said No's - Memphis, Nashville, Portland, Vancouver, Montreal, Las Vegas, Montgomery (??!), and Newark(?) Maybe's - San Antonio and Charlotte But as you already know, today's economic climate does not look good for billion dollar investments in new teams and stadiums.
