If A Well Lit Garden's links are accurate, it's what I know as an Indian Tobacco, in particular Nicotiana glauca. It isn't from India, but South America. It is short lived, and reseeds itself like mad. The whole plant is poisonous. I've been told seeds are said to be mildly hallucinogenic when ground and smoked, but I think the people who told me that confused it with the California natives, so I wouldn't try it.

It blooms year round if it's warm enough, and is quite pretty for almost no effort, and few non-eucalyptus plants have that lovely blueness to their leaves, so I think it's nifty.
