I would say that fire is just a visible gas. It's definitely a fluid, due to not having any specific shape of its own, but I do not think that it is a liquid, since it is lighter than air (it always burns up, never down).

It's hot gas with little bits of burning material entrained in it. It is not plasma as others have answered.
