Unfortunately, Windows Vista is a memory HOG! It will use up soooo much memory. I have decided NOT to get a new PC and will be finally after fighting MAC going to them due to the better uses and features. Your best best is to upgrade your memory even more.... sorry I know this isn't what you want to hear but if you talk to any tech or look online you will see all the concerns and issues with Vista and it's memory and how it just takes the life out of it and drags everything else on your system. Good luck! Wish they put a warning label so consumers would know this!

Without more info (System Specs & Vista version) it's next to impossible to tell.
However, Generically...Home Basic is a *very* bad joke. Home Premium is somewhere between XP Home and XP Pro. It does have the advantage of being able to run without too many problems on less than 1 Gb (although 1 Gb is recommended). If you have either of the two "Professional" versions, the can kudge along on 1 Gb, but you will have problems. The "Professional" level OS's use 1 full gig of memory just to run the OS, so if all you have is 1 Gb, you will have the OS fighting with any program you run.
Lastly, your vid card may not be "Vista Ready"
