A .gif is mostly an animated file. However, on some cases it is just a still photo. The reason why it is not working is because you are opening them in the wrong software.On your PC there should be something called "Windows Picture and Fax Viewer". To open animations with this, simply visit the location of where your animation is, right click, then click "Open With" and it should show a list. Scroll down and it should be there.

If you wish to create animations, simply download Jasc Animation Shop or any other software dedicated for animations.

Here is a list of other file extensions you may encounter:

.bmp = Picture File
.gif = Sometimes Animation file
.jpg/.jpeg = Picture File
.png = Picture File
.MP3 = Music File
.MP4 = Video File
.Avi = Video File

I hope I helped.

Do you mean, ANIMATED gifs? (Not ALL gifs are animated! Some are just, photos!) For animated gifs, you need to load them up in a piece of animator software, like, say, Jasc Animation Shop (that comes with PaintShop Pro) and then "View Animation"
