Could someone tell me what might be the issue with this bike? It's a 94 Suzuki Katana.The idle jumps up to 4k RPM and sticks. The idle either sticks at 4k or when adjusted will die. I dont know enough about bikes to determine what the true issue is. About how much to fix?

Make sure that it is not a throttle cable issue (IE there is some freeplay in the cable), or, the choke (actually enrichener) cable and mechanism is not sticking open.
If those things are OK and it simply will not idle unless the idle screw is turned way in then I'd wager that you are due for a carb cleaning. Probably your idle curcuits in the carbs are plugged up which is why you need to screw the idle adjuster so far in.

GB gives pretty good advice. Check free play in cable first. Does it have stock exhaust and airbox?
If not that will contribute to problem.
It sounds like you may have a lean mixture, possibly carbs not fitted all the way into boots on cylinder head?
One other possibility,I have a 95 Kat and found that when carbs were re-fitted by previous owner after cleaning, one of the clamp screws was contacting throttle plate adjuster screw holding throttle plate open

Sounds like a centrifugal advance mechanism issue.
Check the sensor on your ignition system.

May just need the carbs synchronized (adjusted).
