Yes. You're not getting enough fuel. You can pick up carb cleaner at any Napa, Car Qwest, etcor just take the mower in to any small engine repair and they will do it for you. If you don't know how to clean a carb, chances are you don't know how to adjust one. Letting someone do it for you would probaby be the best option.

It sounds most likely to be a choke problem. If the engine is flooding when starting and you have to drain the float bowl every time and then it's running badly when warm it sounds as if it's over choking or getting too much fuel for the amount of air available. If you have a manual choke try starting it on half rather than all the way out and make sure you push it in when it's warm. Other than that check your air filter is clean and it can get plenty of air in. If that does not work, you will have to impede the fuel supply by turning down the jet / lowering the float or generally reversing what you did the first time you stripped down the carb. Good luck. ps. If it's 2 stroke, check your mix. If it's a premix one where you mix the 2 stroke oil and petrol first make sure you have your sums right.

Your Dad is right. The mower is only running on the gas you've shot in there via the primer.
The carb comes off fairly easily. Remove any shrouds, air filter, the fuel line, and the throttle cable. The carb itself is usually held on by two screws or small bolts. Go to your local auto parts store and get a can of carb cleaner. Put the carb in a small can and fill to completly cover the carb. Let stand overnight. That should do the trick..

Thats sounds right - probably wouldnt hurt to inspect the gas tank either.
Im assuming its the carb mounted to the tank design- the best bet is to take photos of everything BEFORE disassembling anything.
Remove the air cleaner housing ( usually single screw holding it on) - the tank/carb- well you'll have to look for bolts attaching it - remove the throttle cable as well - quick tip: before removing- mark with a paint marker exactally where cable housing gets clamped. On a large flat table - lay out two towels - one for dirty parts one for clean parts. Disassemble the carb and lay parts out in order , then clean each piece with a spray carb cleaner or carb bath ( or both) then lay onto clean towel - inspect for any damage. Reassemble - work clean! I think on this style setup theres a fuel mix screw on the side of the carb facing you ( has a spring underneath the screw) - screw it in all the way- then out 1 1/2 turns - as an initial setting. Once all reassembled, try starting mower, then adjust screw out till starts sputtering and then back in till smooths out. It probably wouldnt hurt to check over the mower- oil change, spark plug change , fresh gas.

It sounds like the carb needs cleaning. As far as helping you remove it, we will need to know what engine you have. Most are easy to remove but, you have to pay attention to how the springs and linkage hook to the carb. A digital photo prior to taking it apart may help. You will also need a rebuild kit which you can get from any small engine repair shop. Again you will need the engine model. While your doing all of this also make sure that the gas tank is clean.

It may be the fuel filter or the carb float is hanging up clean the carb. You should have a owners manual with the carb break down if not your Toro dealer may have one he could copy for you.

check the spark plug, and the fuel line, also make sure there is no water in the gas, and the the carburetor is clean. good luck

Check the oil level, some mowers have a low oil cut off switch. It'll start, but not run.

not enough info - are you sure there's enough gas? you may just need to adjust the idle. also, check and clean the spark plug and replace the fuel filter, if it's equipped with one. be sure you're making a good connection at both ends of the spark plug wire.
