Moisture from the oceans evaporates, condenses into drops, precipitates (falls) from the sky, Water vapor from plant respiration also contributes to the moisture in the atmosphere.
Not all rain reaches the surface; some evaporates while falling through dry air. When none of it reaches the ground, it is called virga.

So much water moisture is in the air, that it is past full up. It has to exit some where. Gravity decides that. It starts go down, and as it goes down, it runs in to extra droplets and grows in size until it is below clouds.
