You said this was transparent and layers.. Never pull this off as the turtle is probably shedding. Turtles shed their skin and shell. This does not sound like shell rot.

If it is shed NO this is not painful to the turtle and is perfectly normal and will happen alot as the turtle grows. Shell rot is darker and can cause holes as well.... I

First you said it was transparent and then you said it was white...If white it could be more serious..

There are several kinds fo shell rot- and several other shell problems. A baby Red-ear can suffer a lot at the hands of a keeper who is not following the right guidelines.

What I would suggest is that you review the cares and diet guidelines at a good site, like http://www.redearslider.com and fix things to help your turtle.

In most cases, good cares and diets are all you need to really improve things.

If that does not help, either try their health section, or post again with a better description of the problem and we can help you better.

Most likely a shell fungus. Look for a medication called Sulfa Bath or a medication similar. Follow the directions and also get a medication called Derma-Shell. Sounds like the habitat this turtle is being kept in is less than ideal. Please for the health of the animal do some research and investment into your habitat. We owe the animals we keep respect consideration. Good luck.
