The previous years test is released in the new year on a annual basis. I don't know about on line, but the price of the old tests is reasonable-maybe 1000 yen or so. All you have to do for JLPT 3 is learn the "first"-as in the order they are usually taught in Japan-500 kanji or so, and know the difference between wa and ga, eh and ni, etc. For listening the vocabulary is not difficult, it's just that you are often asked a very specific question about a rambling conversation concerning Sato-sans's hat or whatever.

The easiest level of the JLPT has 100 kanji. I wouldn't worry too much about it. You can skip the easiest one and go for the harder ones, but you have to keep in mind that the JLPT also tests you in grammar and listening. The Listening portion of the test is the hardest if you're not a native speaker.
