some people on here have bad grammar, and actually think they are asking questions when in fact they are just confusing everyone.

Probably because they know most of us will not bother to report the violation for something that trivial. I don't find it all that annoying, unless it is not clear what their question actually is. Sometimes they really are not looking for answers, they just want to rant. Most times the implied question is "do you agree that . . ."

Yahoo answers automatically puts a question mark at the end of your question for you, whether it's a question or not.

They do it because they can. The yahoo people only pick up on key words and follow up on people that get reported.
