I would take offence at that.

For some it will be, for others not.

Personally (as a brit) i still rather like the yanks, they have been at our side and watching our back many times, you can't judge the whole of the US population based on the decisions and actions of it's government.

Start going down that route and you would also condemn most countries and populations of the world.

Any phrase stated in a particular tone can be perjorative. Even "Are you Dr. John?" In general though, I would say the phrase is not perjorative in and of itself. It depends on the tone used and the context in which it is used.
