Yes, but it should do so cautiously and when potential members are ready.

The current focus of EU expansion I believe is in the former Yugoslavian republics. EU membership for those nations could bring stability as well as prosperity, but it should only be done when those nations are ready and will not be a significant burden on the rest of the EU.

Yes. But it would need to change it's abbriviation to EE. European Empire.

Southward expansion would probibly be best. Sort of ring in a new colonial era.
