Haha, Id be surprised if anyone found my broad (North East) Scottish accent "intoxicating".
It's definetley a complement, it creates images of someone becoming absorbed in your words, looking intently and wanting to hear more, that's not a bad thing by anyone's standards, surely?

I would say it was meant to be a compliment and thats how it should be taken. Unless it's someone who creeps you out, then I would just ignoreit and try to avoid that person.
