This has to do with two things.
1) Hormones. Testosterone does affect hair growth in men and men typically grow hair at a faster rate than women do because of this. As guys in their late teens and early twenties will notice their facial hair growing in faster at a steady rate up until their late 20's where it will become consistent. This has often led to the myth that hair grows back thicker/faster when you shave it, when in reality it has to do with it growing at an increased rate due to natural development.
2) Genes. Depending on your ancestry a guy may end up being very hairy and tend to grow hair at a faster rate than other guys or have less body hair and tend to grow his hair more slowly. Men of Asian or Native American background tend to have less body and facial hair and if they do, it grows in much slower. On the other hand men of Italian and Greek backgrounds (as well as some other eastern European ethnicities) tend to grow hair at a faster rate and will get more of it. It is not uncommon for some men to shave in the morning and have a "5 o'clock shadow" by, well around 5 o'clock!
I only need to shave once every two days but my best friend has to shave every day. I also have a friend who is half Asian and he only shaves once a week.

If ever there was a subject on which confusion reigns, it's hair removal methods! The answer in this case is that sometimes it does and sometimes it doesn't. As far as removing it is concerned it's worth remembering that * Waxing, plucking, threading, epilating all pull the hair out by the roots and where the growth is hormonally-driven can actually stimulate a dormant follicle into producing more hair quicker. They also distort the root if done repeatedly, leading to hair growing at strange angles. And you've got to let the hair grow to quite a length before you can repeat the exercise. It can also damage the skin and discolor it. Long-term use of waxing also causes bad wrinkles. * Chemical depilatories strong enough to remove the hair are very likely to burn the skin, cause swelling and cause long-term discoloration of the skin. * Laser is also liable to cause burning and discoloration and in any case only works effectively on a dark hair/light skin combinantion. * Electrolysis is very liable to cause scarring and discoloration of the skin. Which, like it or not, leaves shaving which does not damage the skin. Best done with a men's-style electric razor, the best of which, for women, are probably those from the men's range of Norelco razors (Philishave outside the US). Most women who try a men's Norelco wonder why nobody ever told them about it before.

I don't know about twice a day but I know some friends that shave everyday because of working in the business Field they need to be clean shaven. I only shave once a week because I hate to shave but I could shave twice a week. Everyone is different and therefore, the length of time for facial hair to grow is different for everyone. Some guys shave more frequently than others do.

It depends on the guy. Some guys do need to shave twice a day. When the weather is warmer, facial hair tends to grow a bit faster.
I can get away with shaving every other day, but ideally I should shave every day, especially if I have important functions to attend.
It also depends on the function. I tend to look younger after I shave, so it depends on the look I'm after.
