I am a seventh grader ( form 1).
My father has always asked about my ambition. He then says he will be saving money for me to go to pre-university ( pre-u).
The main question is, What is PhD and pre-university?

I don't know where you are located; here in the U.S., where I am, there is no such official thing as pre-university. In another country, I would assume that the term refers to a preparatory school which would teach the courses you need to make it easier for you to get into a university. If that means sending you to a privately-funded school, it could be more expensive than if you were not planning to go on to the university and could go to your neighborhood high school.

A Ph.D, as several people have said, is the highest college degree one can get. Usually, a person goes to the university for four years to get a bachelor's degree, then another four years or so (the Ph.D. is more flexible, so it takes most people longer - I have one and it took me eight years to finish) for the Ph.D. When you finish the Ph.D. you can become a variety of things, such as a psychologist, a professor, or a researcher, that you could not be if you just had a university degree, and you are usually called "Dr."

The previous answer was very much correct.

A Doctorate or PH D means you have taken about 3 additional years of advanced studies after a 4 year college undergraduate program and have done either an independent project that breaks new ground (a Dissertation, in which is take some aspect of your field that is unknown and devise a way to analyze or test it and then you share your results and methods with the staff in a 70+ page document) OR you pass an Orals Board from the staff who question you on the field you are in.

Clinical Psychology majors often take an Orals Board instead of doing a dissertation.

A Research Psychologist, on the other hand, usually has to do a Dissertation to prove they know how to do new research and break new ground.

Dissertations usually take 2-3 years to complete, although some people start working in their profession and take up to 12 or 15 to complete the Dissertation.

They are not PH Ds until this work is done.

Once you get the PH D you are addessed, academically as Doctor.

Pre - university would be a college preparatory school and coursework designed to prepare you for the rigors and challenges of university. A PhD is a Doctorate of Philosophy and it is the highest degree you can earn. PhD's are awarded for many disciplines and it is a highly focused study of a particular area and philosophy of the discipline as a whole.
