It can also depend on who your recommendations are from. If you are pre-Med and you have done work at hospitals, or in research or with in the field, or prelaw and have done paralegal so that professionals within the field believe you can still succeed, and if your lower grades werebecause you may have had a poor freshman year becayuse of adjustments that had to be made for being away from home, or some truly legitimate reason, and your 2nd and 3rd years as you are doing it based on through your junior year show that type of work, you might be able to apply and prove successful. Your involvement in other activities also might be persuasive. I was able to use all my years of lifetime experience, and my experience in the proper activities inb college years to get into my grad school.

Some universities when looking at people for graduate school understand that there are things which occur during the course of college which might affect your overall GPA. Some graduate programs will allow good candidates to start on probation with a lower than requested GPA if their final 2 years of under grad are above the 3.4 limit and they have excellent GRE scores. It all depends on the Universtiy and the number of applicants they have for the program you are seeking. There are many students who "played too much" freshman year and got lower grades but matured and their grades improved in the later years. If you are looking for a graduate degree in the same fields as your under grad degree program, then how you perform on your 300 and 400 level course will have the greatest impact.

I had a GPA lower than my masters program requested, but as my upper levels were well above the requested scores, and my grad school admissions scores were very good, I started on probation and was off probation after the first term. I have since finished my Ph.D. so it can be done. Talk to an advisor at your preferred schools.

if the criteria is strict they will not allow in any case..

but u can tell them that its only 3 yrs gpa and u by the time u finish u will have the required cgpa(3.4 or more)... they might consider this coz u will take admission after finishing the course and by that time u will meet the required gpa criteria...

depends on univcersity policies entirely.... ask them abt it...

all the best :)

NO, you cant. Because you can't prove that you have the academic capabilities.
TOEFL has nothing to do with your academic performance, the same as the recomendations.
That is because under 3.4 is below average.
