Shelters have strict qualifications, in the best interest of the animals. They only want permanent, financially stable, and safe homes. If you can't afford to adopt a cat, how on earth do you plan to afford vet care - which will be needed immediately?

so, you had a cat most of your life and it never went to a vet? That would be why they want vet referrals.. I don't agree with ALL of the hoops these places have.. but the vet referral makes sense..
However, there are ALWAYS people trying to find homes for cats.. although you missed the best time.. early spring tends to have LOTS of them.. Just keep an eye out in the paper..

The requirements are there for a reason. They are to ensure you are really able to look after a cat properly. What do you have to hide?! If you really love cats, you would want to save one from a horrible life in a shelter. So go and save one - if you're going to be a great pet owner, they'll give you a cat.

Those requirements are to make sure that people have the resources to care for the animal. If you can't afford or aren't willing to take the animal to a vet regularly (and I mean once a year unless it's sick or hurt) then you have no business owning a pet.

you might check out your local newspaper. usually there is an area in the classified ads under pets where kittens need homes, a lot of times they are given away for free.

You could try advertising in your local pare kitten wanted or put an ad in your local shop. But please don't consider getting any animal unless you can afford to take it to the vet if a problem arises.

just grab one out the alley and then nurse it back to health and take it to the vet thats how i got all 3 of my kittens and they have been the best friends a girl could ask for. one day youll be walking and find one outside or in a basket or something that means god sent him to you to help care for and love. just keep a look out! homeless cats are everywhere. I found mine in a gutter on a stormy night and im glad i did cause i love him too much to imagine life without him.

There are always plenty of animals up for sale there---many for free! (which i totally am against as it means anyone can get their hands on these animals)
But yes, try craigslist.
