No, that is ensuring our form of government could survive a war that would wipe out most of the population.
They would have to protect a certain amount of the governing body and if the bunker was overrun by too many people it wouldn't serve any purpose.
You miss the point of the Cold War... Mutual Assured Destruction ensured that the bunkers would never be needed. (Which they didn't.) If MAD failed, then it wasn't a Cold War any longer and the country was in for the fight of survival. At that point, only a handful of the top people could represent the US and see that our governing principals survived to live again.
Yes, the rest of us would be dead.
I'm glad our policy worked.

If "Twilight Zone"-style cautionary tales in bad sci-fi have taught me anything, it's that those who flee to the bunkers will suffer the worst fates of all. Somehow they always end up with an outcome drenched with poetic justice or sheer tragedy. Meanwhile, those who were left outside often become mutants with awesome powers, or at least rise to the leadership of a band of local CHUDs.

Would you want a huge mob trying to get into your own personal bunker making sure no one survives?

It's up to the people, the majority, to judge the usefulness of those who present themselves as leaders.
The future of a civilisation in the aftermath of nuclear war depends on the resourcefulness of those who survive it. Those who claim a place in the bunker merely because of personal wealth or a badge that says "I'm in charge" are clearly a threat to humanity.
In an elitist society (such as ours) under threat of nuclear oblivion, it's clear that these thought processes are removed to preserve the ego of the elite.
We are mere statistics in the eyes of those who have seized power, democracy is a myth.
