which pokemon should i give fly to?

Obviously a flying type.
People most of the time teach it to Staraptor/family line but in my Diamond, I taught it to my Honchkrow. Of course, you'll need to trade for it but you can also teach it to a Noctowl, another flying type in the Sinnoh Dex. However, Noctowl has extremely weak attack stat so you may be better off with Staraptor. You might also consider Pelliper. Actually, don't consider Pelliper, it sux. When i first saw it in the anime, i thought it was a decent pokemon but upon capturing one in diamond (i didn't get ruby/sapphire/emerald), i realized how wrong i have been. Others that can learn fly before national dex are:
Crobat and others
Drifblim (Which I also taught fly before i caught my murkrow)
Chatot
Most actually teach it to Driflim, Crobat and Staraptor because they have a decent attack strength, while chatot adn noctowl rely on special attack strength.

I'd give it to a flying type to maximize its damage. It's actually not a bad combat move, so you might put it on a Pokemon that you will actually use in battle.

if you have a pokemno thatd can learn it you should give it that one or i choose the biggest flying pokemon but you dont need to looke for the biggest flying pokemon

Starling/Staravia (sp?).

Because in an attack, it dramatically reduces the hp of the apponent.
