"" The lowest birth weight on record for a surviving infant is 10 oz. in the case of Marion Chapman, born in South Shields, England, on June 5th, 1938. By her first birthday she had reached the weight of 13 lbs. 14 oz. "" http://pediatrics.aappublications.org/cgi/content/abstract/33/5/704
But there are a lot of variables here... there are birth defects and normal conditions that cause a baby to be born small and some are born prematurely.
I've heard recently that most drs & hospitals won't let a child lighter than about 4lbs leave a hospital - unless they're incredibly strong (eating & breathing totally unassisted & w/out danger of other complications)

i know lots of people who had babies that were born way too early and weighed 1 lb plus but they had to stay in the hospital until the are healthy enough to function on their own mainly 5 lbs plus.. and even a baby born 8 lbs may have to stay in the hospital because something is wrong it has to do with their ability to function properly

Its not so much about birth weight as ability to function by itself. A baby could be 6 or 7pds and not breathing properly so they would stay in. I'd say a baby would have to be at least 5pds to be able to function with no medical intervention though.
Its not a cut and dried number unfortunately, it depends on each individual baby.
