when its a nice easy percentage like 20% for the meal, easiest way is divide bill by 10 and multiply that by 2, that gives you 20%, as for the 70% divide by 10 again and multiply by 7
dividing by 10 gives you 10%
for example
bill $45.99 divide by 10= $4.59
multiply by 2 = $9.18
then add them together $45.99+$9.18=$55.17
in this case leave $55, you round it up or down a bit to the easiest amount, in the case of a tip you dont need to be precise, in math you obviously need to be exact

Just round it off to $46 and take 10% of that,which is easy to do in your head, which would be $4.60, and then x 2=$9.20. Even if you are off a few cents, you know it is at least $9.00, and just leave that.
If you are getting 70% off something, just round that $19.99 off to $20.00, and you know that you are only paying 30%, so 3X2=$6.00, so 70% of $20, would be $6.00....you can do this in your head, but just remember that it has to make sense, and like the 70% off, or 50% off, which is 1/2 of the amount, just take the amount that you would be paying,and work with that number. 60% off would be 40% of what you would be paying, so $20.00 less 40%= $8.00 (2x4)=8
