I've read it's how insects use the moon (stars, etc.) in order to navigate. (This is for moths, by the way.) They fly straight by always maintaining a constant angle with the moon. (Try it.) Since the moon moves along with you, this results in a straight path. But if the light source is not far away, this same trick then causes you to circle around a light source. If you watch them for a while, you will see that they aren't flying INTO the light, but making smaller and smaller arcs AROUND it.

As mentioned below, some insects e.g. mosquitos are attracted to the HEAT of the light.
