Blondie has several punk songs. The band is very musically diverse, so not all of their songs would be considered punk... however a good amount are. "The Hardest Part", "Living in the Real World", and "Eat to the Beat" are good songs.

Anything form these bands

The Distillers
Tilt
Lunachicks
Go Betty Go
Naked Aggression
Mo-dettes
The Donnas
The Raincoats
Rezillos
The Slits
X-Ray Specs
Crass
Vice Squad
X

Groovie Ghoulies had a female bassist that sang a bit when I saw them live. It was a long time ago though, and she wasn't the primary vocalist.
Dance Hall Crashers is really more ska, but play punk shows so you could probably include them.

Anything by Wendy O Williams and the Plasmatics. Geez, it seems like some of you don't know what Punk music is. Avril Lavigne come on. And to the person that thinks Joan Jett sang Walk Like an Egyptian...that was the Bangles not Joan. She sang I Hate Myself for Loving You and Bad Reputation.

Love In A Void - Siouxsie & The Banshees
Artificial - X-RAY SPEX led by Polly Styrene (also the only punk band I know of that featured saxaphone)

Edit:It amazes me how so many of you think Avril Lavigne is punk.
