I found that a particular person is in a habit of repeating the answers already given by others. The most important aspect is he is also getting his answers passed as the best answer. Even abuse report has not given any result. Is there any " Ethnic Committee " in Yahoo answers, to govern these manipulators ? This nuisance is rampant in " India Business ", but never seen in other sections. Can some reputed top answers clarify ?

Dear Manjunath, this is not a new thing happening at Yahoo! Answers. In the past hanumistee and pepsikiss have repeatedly copy-pasted (word by word, punctuation by punctuation) my answers and got them heavily voted as the best answers. Both the culprits are still listed as leader among the top answerers in Dining Out section (http://answers.yahoo.com/dir/stars?sid=396545327). No use reporting the matter to Yahoo, in short, they are whimsical in their approach on complaints. Such instances are numerous with the blessings of those who matter on this aspect!!

Think of your ways to tackle them.

This is nothing, compared to leaders in most categories,
who have assumed three or more alias identities to insure
at least as many as 3 votes for - as against. This typically occurs within less than one day to register the final votes.
The copy-cats in the 'India Business' section are likely using
the same tactics! I, as many others, have given up trying to
legitimately answer any questions - that like you - I feel that I
have something to offer as indicated by many personal responses.

Sir,

for every problem, there's a solution. and you are the seniormost person having vast experience. And you know when a student is copying, a mark is put on his answer sheet as he is doing wrong and he will be thrown out of the examination hall.

sameway, keep strict vigil of your answers. and whenever you find that a person copies your answers, report him as ABUSE. and he will be given a negative point as well as his answer will be removed from yahoo. as a result in return you will get points for voting as bad to that person. but for this you wil have to concentrate heavily on yahoo.

I think they have many accounts and they are asking question from one account and answering from another one, then they gives him self thumbs up and votes with more accounts.

Logical right and it makes sense too.

as far as i understand it is not a good practise though unfair and this is a must obligation on yahoo to investigate such deeds to prevent the members from fraud.
