After much grief and heartache, I got mine fixed after having the same problem.
Long story short, call your phone company and have them check to see if your dsl signal going to the modem is ok.
After they blamed everything else but their equipment and tested all of my stuff, you guessed it, it was their equipment that was faulty.
They ended up finding three problems.
1. A bad board in the distribution panel about 1 mile from the house.
2. A wiring problem with the daisy chain on my streets phone wiring.
3. They were sending the wrong type of dsl signal/format to my house from the phone company.
They will probably want to do the same to you, but if you get a good tech with the right diagnostic tools, you'll be in good shape.

I used to wok for Verizon and these are the worst troubles to correct. Verizon DSL is now all overseas and yes, tehy will blame anything and everything except verizon equipment. In fact, they tried to tell me once that the line cord from my modem to the phone jack was plugged in backwards.
Anyway, if you lose DSL and dialtone when it rains this would be most likely trouble in the phone company's equipment; probably the feeder cable, distribution cable, or drop. If you lose only the DSL, it could be something in the Telephone Network Interface is getting wet.

It's been my experience that rain and phone line with problems is generally attributed to grounding issues.
I can assume you've checked the distribution box on the out side [if so equipped] for weather tightness and the connections inside.
I would also clean the ground for the system
Try running a garden hose over any hardware outside [set to simulate rain, not jet blast]

The phone company can see if your DSL or your modem is working from their office. Another problem is a short in the outside wires.
Before you get excited and call them to check it remember, at least in our area, they charge $85.00 to check the lines from the outside to and including in your house.
They can check the outside lines but, in your house it can only be a few things, once they give the O.K. on the modem and the DSL hook up, then it's only the router or your set.

I’m afraid not, we'd get some days of sunlight yet then the rain will return. The time it does stop The summer season would be over. I’m afraid you greater effective get used to it because of the fact what I’ve heard the subsequent 3 years are going to be like it something to do with the jet flow.

Is your DSL provided via satellite? If so the connection is interrupted by the clouds between the dish and the satellite

I would call the service provider something like this can't be diagnosed long distance, it's their job to help you.
