It's for teams to get some playing time together instead of in practice. It's also a time for coaches to get looks at new guys to see if they'll fit in defensively and offensively. A pre-season game is not usually enjoyable for a casual fan because the 'stars' don't play that much. For the die-hard team fan I think it is great to see how guys play and who will or will not make the team.

They don't count for anything. They are to get players into game shape for the long season. They are also used to test out rookies, and unsigned players to see how well they work in the teams dynamic.
I think they are also used by teams and the league to promote the NBA and it's teams in non-NBA cities. Philadelphia usually plays one pre-season game in London, Ontario because the company that owns the team also manages the new state-of-the-art arena in London. It isn't uncommon for Toronto to play games in other Canadian cities. A few years ago Toronto and Cleveland were supposed to play a pre-season game (and Lebron's first game for the Cavs) in St. Johns, Newfoundland but the arena filled up with fog and they couldn't get the humidity in Mile One Arena down enough to ensure that the hardwood wouldn't be damaged.

just like any sport pre-season are for warming up the team for the regular season, and also see the rookies they got play as well. I actually think that pre-season games should be played else where like cities that have a possibilty to hold a NBA Franchise like St. Louis, Kansas City, Tulsa, Las Vegas, Pittsburgh, San Deigo, Mexico City, etc.....

For our enjoyment and to see how they play together, how the players do, how the other teams/players do. Gives you a heads up for who you need to watchout for, for the games that do count. Also, lets the teams know what they will be up against again so they don't go in thinking this will be easy and get fcked up, that happens when it doesn't count, then they get their game on for the real thing :)

In most sports, preseason games have the following function;
a) get the teams in shape for the regular season;
b) assess the options for starting spots in the team and giving the coach a look at how his team handles various tactics;
c) allow the NBA to fly the flag in areas which don't normally see top level basketball.

To allow the team to practice different plays, gain chemistry together, and allow the coach to see which plays and lineups the team is most effective with.
It's basically so that the team can practice and fine-tune their playing style without having a loss count against them.

It warms up the teams as you suggest, but it also helps the teams check out players they may have acquired between seasons.
It also helps publicize and sell the NBA to the public.
It's also helpful for introducing new players to news media and the public.
