Questions can help if they are worded correctly. But you face the fact that people lie. And the ones more apt to lie are the ones you would want to screen out.

A practice often used to augment questions of this sort is a probationary period. During this period the person is observed closely and their habits and personalities are analysed. If, during the probationary period, you decide the person does not meet your expectations, then you can release them with no repercussions.
