in the phrase "The Harbourfront area"
"area" is the head word and "Harbourfront" is then the (noun) premodifiers yea?

in "outdoor entertainment venues"
"venues" is the head word... "outdoor" is the (adj) premodifiers while "entertainment" is a (noun) premodifiers yea?

modifier - describes a subject, object, complement etc.
headword - The word being modified

First is correct.
Second 'outdoor' modifies the modifier 'entertainment' hence it is - a premodifier, Headword is 'venues'

O.o I'm not sure what these "head word" and "premodifiers are, but Harbourfront is describing the noun "area". Harborfrount is describing the "area".

So

area=noun
harbourfront=adjective

outdoor and entertainment are both being used to describe the noun "venues".
