I've heard conscience referred to as the "angel of our better nature". That phrase has always resonated with something inside me, even though I'm a Pagan.

I believe conscience is the culmination of a person's ability to empathize with others. When we can, through empathy, project how our actions will affect someone else then we weigh our decisions accordingly. Thus, a person's decision to bring a found wallet to a customer service desk with all its contents intact may sound like "It's the right thing to do". In actuality, we can imagine how a person who lost it might feel should the money or the entire wallet be taken.

Conscience is neither a deity nor ego, in my opinion. Conscience is empathy.

Neither- It is the goodness of humanity asserting itself. Ego really doesn't have any virtues. Ego is ruled by self-possession, self-interest, and arrogance. Conscience cannot be ego from any perspective, since conscience essentially puts the good of others above the good of self. It cannot be the voice of God because God means different things to different people. Hitler also claimed that the he was following God's plan - however, what Hitler did can never be construed as conscionable.

Well, since some people lack a conscience, it cant be a voice of God.

Conscience is the Will and the Judgment working together. The Will is positive, the Judgment is negative.
