What procedure would the UN have to go through to legally abolish the obviously unfair concept of permanent member states of the Security Council?

Good question. Could probably be done by the Secretary-General. I don't think the U.S. should be on there. Let Canada or Japan take their place. I also favour eliminating China and Russia and replacing them with South Africa, Brazil, Indonesia or India.

Well the first step would be for the third worlders to pony up in terms of troops and money.

I don't think you've thought this through though. It's cool everyone has a voice, but the presumption that all nations are created equal is just absurd.

Seriously, the UN is barely relevant as is, tell China, France, Russia, the United Kingdom, and the United States to get in line behind Uganda, and you will give new meaning to the word meaningless.
