According to the Toshiba's site your optical drive is a DVD-ROM drive so it means it's just a reader.

Its a ROM - Read Only Memory... cannot write with this drive.
You cannot use Nero Express DVD burner to burn as this drive can only read drives.

well if it says dvd rom then its read only, if it said dvd-r or dvd rw then u can burn, thats what gets most ppl...

if its only a ROM drive then no. you need an RW drive to write or rewrite on dvds.

It is not a dvd writer.
DVD writer would say DVD-R or DVD-RW on it.
No you cannot use Nero on it.
