Is there a external hardrive that has a usb port so you can plug something in w/o a computer or laptop?

No.

Unfortunately, in order to read data off a hard drive there has to be some kind of software to interface to.

There is no drive out there that has a built in interface for connecting devices without a computer.

Most external hard drives are either USB or firewire. Visit your local retailer and they will have USB hard drives, but you will need a computer somewhere to access the data

yes.. there is a usb port can u plug in using usb wire.. just plug ur external hardrive to pc or laptop.. is plug and play.. if after u plug there is nothing happen.. please check ur wire is there two headed wire.. if it is.. pls plug both of them.. cause its not working mayb lack of power that connected.. hope it help..

You will need a computer to send files to the hard drive. If you mean send music (i.e. from ipod) to the hard drive without a computer, then i don't think that is possible.. I haven't seen anything like that yet, but maybe there are!

If you want it to be a network storage, you can plug it to something like this. Everybody that is connected to the network will see that drive:
