When a step parent is verbally, mentally, and physically over stepping boundaries while birth parent is at work. And giving false reports to the birth parent about the children.

what do you mean by "overstepping bondaries"? I'm pretty sure a step parent is legally allowed to punish a child the same way a parent is, but if he or she is hitting them, calling them names, or demeaning them, that is abuse whether they are the real parent or not. is this your step parent, and you are the kid? if it is something your real parent would do, or would be allowed to do, then its no different in the eyes of the law.... even if your real parent sets different boundaries. I say talk to the real parent in a mature way and saying whats going on isnt fair and you dont feel comfortable about it...
