He is a U.S. citizen, so he whatever divorce proceedings he initiates will have to originate from there. He does not technically live in Kuwait as he would not be residing there without the job, so it will be a court action in the county that you live in, not in Kuwait.
Most states require that you are a resident for a minimum of 180 days (6 months) before you can file for a divorce.
Once he starts the divorce proceedings, you will be notified by service of the sheriff or constable in your county. He cannot divorce you "on the sly" and you not be aware.
He can however retain an attorney in you area and start the proceedings, but again, you will receive notice through service from the sheriff/constable in your county. There are alot of rules that apply to this, but once you receive the petition for the divorce, then you need to hire an attorney yourself and he/she can better explain any special situations (i.e. power of attorney) that may happen.

I don't think so. Is he military or a private civillian? He can file for a divorce but he would still have to use US attorney's to do so, and/or he can just mail in the required forms and pay the required fee. Just as long as the request is filed in the state you live in that's all that matters. He may not need to be present if they accept mailed in petitions. The lawyer can do that for him.

No divorce in the distance is legal;he can have the idea but the divorce has to be done in U.S.

Lisen i dont understand why you and your husband want a divoice but if because of your living arrangements. or is it because you both have fallen out of love with each other.

I may be able to start the process from there, but it will have to be done through the US system. But with faxes he'd be able to sign papers and start things rolling from there.
