In Wikipedia, the definition of Imperialism is, "the policy of extending a nation's authority by territorial acquisition or by the establishment of economic and political hegemony over other nations, countries, or colonies.
A country that places it's bases in other countries eventually establishing a strategic foothold through diplomacy, force and/or economy. An axis of evil could be constituted as an empire or a rising empire.
That's my opinion.
