The Nintendo DS is pretty much just a video game system, however, besides games it has a few other functions.
Firstly, many recent releases have online multiplayer. (See the provided link.) In order to go online with the Nintendo DS, you must have a broadband internet connection and use a wireless router or a Nintendo Wi-Fi USB Connector. If you are using a wireless router, you cannot use any encryption stronger than WEP.
Also note that the DS is very limited in function when it comes to playing online with friends. Each game requires two friends to trade their unique-to-the-game "friend code" and input them in each others' game settings before they play directly with each other, instead of being randomly matched up with strangers from all over the globe. Most games do not allow voice chat, and even then, it is best experienced with the optional headset, which is a separate purchase. (Without it, players can communicate through the built-in microphone port.)
Pictochat is included with the system, but can only be used when two DS owners are within a short distance of each other. Might as well just go talk to other. Pictochat's one appealing feature is the ability to actually "write" your messages using the stylus and touch screen, or even doodle pictures if you wish.
Nintendo also sells an internet browser cartridge for the DS, allowing you to surf the web (again, this requires a Wi-Fi connection), but the interface is clunky and its speed is slow. I don't really recommend taking the time or spending the money on the software.
There are also various products which can be imported from overseas (Japan usually) that allow the DS to play music and movies, but these typically have a serious learning curve as opposed to something like the PSP, which is a much more capable multimedia device. Especially since you have to have at least some comprehension of Japanese to use these products, unless you're okay with selecting menu options at random and memorizing what their functions are.
In any case, when viewed purely as a game-playing device, the Nintendo DS has the PSP beaten hands down in terms of game quality. It also has a wider variety of software available and more games that your daughter is likely to enjoy. Just don't buy one if what she really wants is a multimedia device that also happens to play video games. Be sure to ask her what game(s) she wants, if she already has specific ones in mind then the DS may be the only choice.

With a certain cartridge (mod-chip) it can do movies and music. The best reason to get one is the fact that a touch interface is much more mentally stimulating than a standard control pad layout.
