The perimeter is the length of the outside of the rectangle. Add up and sum the lengths of all the edges on each rectangle. The perimeter of a rectangle is 2*base + 2*height or 2*(base+height). Whichever rectangle has the largest sum is the one with the largest perimeter, so compare the sums on each.

(It's kinda hard to tell you which one, as you didn't list the length/height of any rectangles, or provide a link to a photo/drawing of the rectangles that you have to compare.)
