Most likely, yes. There are several points in the process of manufacturing a tennis ball where adhesives (glues) are used. The vapor you smell when you open a tennis ball can is likely glue - sniff enough of it and you could get high (and poisoned).

It hasn't been proven, but I don't think so. If you sniff is, you are smelling the chemicals to create and clean tennis balls. It is pretty much just chemicals that are used in production. But maybe you have a sensitive reaction towards the smell of fresh new tennis balls.
