He's only a month old, you're going to have to give him time to get comfortable with you, and time to grow up a little more! Budgies tend to be more talkative with another budgie, try to find a mirror or even one of those fake birds with the weights in them. Be sure to chirp and whistle a lot right now, as well as repeating phrases that you would like him to say- like pretty bird- our budgies picked that one up from one another. Be sure to spend time with him, whistling and chirping at him, that way he will respond to you later!

Be sure to put toys such as mirrors and bells in his cage, there are so many toys out there for budgies.

The healthier your bird is, the longer he'll live, and the happier he'll be. Try www.drsfostersmith.com they've got fabulous toys, and a great selection, along with informative articles about birds.

We had a budgie live to be 18 years old, we called him Grandpa by then.

Good luck!

You are in the wrong section, but probably when he is about 3-4 months old.

You can help him. Just have the same whistle each night before you turn out the lights. Soon he will try to mimic you. You can also try this with simple words like "Hello", "Your/His Name" or "Telephone" (When the phone rings) etc.
