The Great Compromise was the creation of two co-equal houses of Congress. Some wanted each state to be equally represented, while others wanted representation to be apportioned according to population. The larger states liked apportionment by population because it would give them more power. But, the small states wanted all the states to be equal for fear that their voices would be ignored. The compromise was the creation of a Congress made up of a House of Representatives (apportioned by population) and the Senate (states treated equally).
