Is their a law that states you have to pay (hourly paid) employees for mandatory staff meetings?

I don't know if there is an actual law. It probably varies from state to state. However, if you are truly requiring it of all employees and it is "mandatory", then it should be paid just like any other employee training.

Laws vary from state to state, but in most cases, if you require attendance, you need to pay. In some cases the minimum is 4 hours.

In California you definetly have to get paid if your employer has you go to a company meeting.
