By landlocked, you mean not touching either ocean (Atlantic or Pacific), the Gulf of Mexico, or the Great Lakes, right?

If were considering the Great Lakes not land locked, then the landlocked states are:

Tennessee
Kentucky
West Virginia
Iowa
Missouri
Arkansas
North Dakota
South Dakota
Nebraska
Kansas
Oklahoma
Montana
Wyoming
Colorado
Utah
Idaho
Nevada
New Mexico
Arizona

Edit: Forgot Vermont making it 20 landlocked states

I agree mostly with the answer above, but I might add Vermont to the list to make 20, though some ocean going vessels can travel up the Mississippi River and that might eliminate AR, TN, KY, IL, IA

If you do count Great Lakes States as landlocked, add MN, WI, MI, IL, IN, OH, PA, NY - to go 28
