They're simply dried out...the skin on your lips will crack and peel just like the skin anywhere else on your body.
For now, make sure you use an emollient lip balm several times a day. You'll need something a little more substantial than Chap Stick. Carmex makes a great balm...you can pick it up at any drug or grocery store. Once a day, I would take an old toothbrush, put some Vaseline on it, and gently brush your lips. It sounds insane, but it takes off the old, dead skin and helps moisture set in.
Make sure you are also drinking plenty of water...dehydration can cause cracked lips.
Best of luck!

Put a large amount of Vaseline on your lips before going to sleep tonight. That will give them enough moisture that they should feel better in the morning. Also, get some kind of chapstick to help prevent this from happening again 'cause having chapped lips sucks.

I personally am partial to Carmex and now it comes in a tube so you don't have to dig around in the little pot. Use it often(several times a day or whenever you seem to remember it). Try to refrain from licking your lips, the evaporation of your saliva will actually make them worse. Increase your water intake so your body will naturally have more moisture to impart.
You should have much softer lips in a couple of days.

Put Vaseline on your lips at night before you fall asleep. Also try drinking more water. Sounds like you could be dehydrated. The key though would be to keep your lips moist, so invest in some good lip balm.

Are your lips cracking or splitting especially at the corners? if so, it means you have a potassium deficiency. Also, DON'T use Vaseline or any oils!!!! Use Carmex or an antibiotic cream like Neosporin!

It wont go away itself. This usually happens in winter, when it's cold. Use vaselline every night before you go to bed, and also in the morning. Don't lick your lips, because that makes your lips dry. Soon your lips will stop "cracking".

My lips get like that in winter months too, completely normal, or you might have got wind burn if you have been out in the wind, also lips can get sunburnt and start to crack. Use a moisturising lip balm, I have nivea care, it doesn't look like you have lip gloss on, so you won't have ppl look at you strangely or guys winking at you :p

Rub olive oil over your lips frequently to keep them moist and don't lick them...saliva makes them dryer when it evaporates.
Also, buy a good chapstick and apply as nessesary. Drink a lot of water.
Good luck!

Ouchy, mine peel occasionally too but don't usually hurt.
I have a habit of peeling my lips too
I use Vaseline Lip Therapy
It makes your lips feel so much better. I put it on before I go to sleep too.
