What particular portion of the constitution are your asking about, the Preamble states:

"We the people of the United States, in order to form a more perfect union, establish justice, insure domestic tranquility, provide for the common defense, promote the general welfare, and secure the blessings of liberty to ourselves and our posterity, do ordain and establish this Constitution for the United States of America."

for that it means, we "ordain" or give creedence to the establishment of an authority to organize certain tasks, for general reasons. The preamble is only a statement that we the people are allowing the establishment of a Constitution.

Read in it full the USC and first ten bill of rights provided structure for our government and should be enough of a guidelines for all.

Lawyers have been usurping the intent and meaning for 220 years, I'd like to see "We the People" restore the US Constitution and legal system to it's original intent.

basically the preamble defines the guidelines and parameters of the constitution as far as what it says and what it can set forth as rule of the land
