Pasting pictures onto video?

I seen it alot. People pasting a simple picture (usually someones head) and putting it on the body of someone in a movie clip. (THIS IS SPARTA!!!!!! seems to be popular right now)
Does anyone know how to do this or what program you would need??

A movie consist of (normally) 29 pictures every second that are flashed by so fast that your mind sees them as "moving". To place a new head into a clip, you would have to use a capture program (most video editing software includes that) to copy each of those 29 frames per second to separate pictures.

Then, using a graphic program, you would have to edit the new head into each of the 29 pictures for each second of the clip.

Finally, you would have to copy the new pictures with your head into the frames of the original clip.

Be prepared to spend several hours doing it....
