Just looked it up on a table of measurements in the dictionary, there are 4 pecks in a bushel so therefore

28 pecks divided by 4 pecks/bushel = 7 bushels

A bushel (not a blush) is 20 quarts. A peck is 5 quarts. There are 4 pecks to a bushel.
